Using the “DROK DC 5-36V 400W Dual Large Power MOS Transistor Driving Module, FET Trigger Switch Board, 0-20KHz PWM Electronic Switch Control, DC Motor Speed Controller”

If there is no PWM trig connected, should there be an output? With an input of 15VDC, I am getting a 13VDC output, without a PWM. With a PWM, it increases from the 13VDC to match the 3.3V pulses.
    Thanks for the help/education.

Problem Solved. After testing the MOSFETS for a short and not finding one, I realized the o-scope via my laptop does not have isolated grounds and was completing the circuit – unsafely, I might add.
