Hi, Is it the LM2596 Voltage Regulator you purchased? Could you tell us what’s your input voltage and output voltage.
Please note that this is a step down converter. If you need to increase the voltage, the input voltage must be 1V higher than the output voltage.

I apply an 5.18 Volt (measured with bench meter) DC input and the unit display 7.2V. I dialed the output to 2.7V (measuring with bench voltmeter) but the unit display 3.8V. Is the unit bad or can it be re-calibrated?
Any suggestion on adding an ON/OFF switch for the output?Hi foojook, there are two LED indicators on this converter board, the red LED will light on when you measure input voltage and green LED will light on when you measure output voltage. Could you please connect the multimeter on terminal in parallel, then tell us what’s the reading. Maybe you can upload the photos to http://imgur.com then give us the links.
You can add an ON/OFF switch for the output directly.
