I have been thinking of using this driver but cannot find any real information on the input. Everything I find leaves me wondering
Example:
Motor forward: DIR = 1 PWM = PWM
Motor reversal: DIR = 0 PWM = PWM
Parking brake: DIR = X PWM = 0 (X is an arbitrary state)
Is this telling me:

to reverse Set DIR-1 to a Low (0)
to break just set a low on PWM

Yes, your thought is right.
Motor forward: place DIR-1 to high voltage signal(1) and supply PWM-1 with PWM signal.
Motor reversal: place DIR-1 to low voltage signal(0).
Parking brake: place a low on PWM.
If you use 2 motors, you can setup DIR-2 and PWM-2.
