LM2577 w/ LED strip

I purchased an LM2577 to power an LED strip from a USB 5v source. I’ve connected the usb source and set the output at 13.5V and when connecting the LED strip the strip does light, but a little dim and the display on the LM2577 is flashing. I’m using a 5′ section of 5mm DIP LEDs which should be pulling .59 amp, well within the operating range of the LM2577. Did I get a bad unit? or am I doing something wrong?

Also the voltage at the output terminals is measuring 10.1V after connecting the LED strip.

Hi, thanks for the purchasing. Did you bought this LM2577 converter? if yes, please change to a higher watt or higher voltage power supply due to the power consumption. If it still cannot work, please tell us the details and send us some photos.
