PWM motor controller not PWM'ing?

I just received a Drok 40A 10-50V PWM motor controller that doesn’t control speed at all. I’m supplying it with 24V and I get +/- 24V out depending on the reverse switch, but nothing less.

The label on the terminals were in Chinese, and thanks to Google Translate I determined which ones were power supply in and which were motor out. The relays and reverse switch do their thing and it powers up, just no speed control.

Any chance I’m doing something wrong?
