First, we would like to let you know that when input voltage is 12V and output can be regulated to 8V, which means this converter is a good one and output voltage can be adjusted normally.
Could you please let us know what the real power of your equipment is? Please make sure the power of your solar panel and converter are enough to power your camera. If the power of your solar panel is not enough and the power your converter is enough, you can get the power you need because of the equivalence of power conversion.
You said the wifi is not powered, did the wifi need 8V? if not, you should use a right voltage to power it.
